What would it take to change the license

So that there could be different clubs for the track and cyclocross fields in 2007?
I know the demand is probably small but can it be so big for MTB to offer the same option?
Someone was asking about it at the Watsonville Crit.
It clutters the appearance of the license too.
In theory it is supposed to work, but after two tries in working with USAC to get the license straight, 1 for Road, and the other club for MTB, the process has failed miserably.
Different Club listed for different discipline = FAIL
