What is the rule concerning the limtation in percentage of a total field that a team may comprise? In other words, what is the maximum percentage that a team may have of an entire field? How is this rule enforced? Can someone point me to the USAC or NCNCA documentation/ruling?

Team Limits

There is no default limit on entries for typical races open to individual entry. In most local races there is no max per team. However, there are several instances where there may be limits:

1) In races open to team entry, each club/team can enter only one team. The entry rules for the event specify the min/max for team entry e.g. 5-8 riders. If the event is team entry only, most of the problem goes away - but virtually no local events are team-only.

2) There is the concept of a "team-limited" race. See rule 1H3. The concept is that a max number of entries per club/team is specified. The rule was written to cover NRC races (see below), but could be applied to other events. An example might be Elite Track pts race or something similar so that one team could not flood the field. Authorization comes from USAC. They were not intending it to generally be used at local events, but one could ask.

3) At NRC races there is a hard maximum of 8 riders per team (or less if teams of smaller size are specified). Commonly men's teams are 8 max and women's teams are 6 max, although if the event is not team entry there might be up to 8 women - it depends on the event announcement and technical guide. The interpretation of this includes not permitting any additional members of a club/team that has a full entry in an event to enter as individuals or guest riders for another team.

It begins to become murky when a club has two teams that may be functionally entirely different, or two nominally different teams may be linked. An example of the former would be the various "teams" of CRCA in the east. An example of the latter would be the pro and amateur teams of Rock Racing. In the first year of Rock Racing, there was one rider on their amateur team who was cat. 1-2: David Clinger, who was expected to join the UCI continental team in June.

The basis for deciding whether to permit entries above, the real test was whether they would be racing together. Clinger was not permitted to enter in addition to a full complement of Rock continental team members. Several times this year regional Colavita teams *were* permitted to enter even though the Colavita UCI continental team was also entered.

We are currently working on section 1E - Clubs and Teams in the rulebook to clarify much of this.

Team Limits

I don't have the rule book open right now, but I've heard it's 25%.

I don't know how it's enforced though. If a race has a 100 rider limit, I can see limiting one team to no more than 25 riders, but if only 10 guys sign up and 5 are from the same team, I think they should all be allowed to ride.
