Sausalito Crit too short for Cat 4 to 3 upgrade?

Can a racer earn Cat 4 to Cat 3 upgrade points from a Crit that is only 35 minutes long? According to the USCF rules, a crit has to be 20 miles. I don't think we'll be getting 20 miles in 35 minutes, or even in the 45 minutes the Cat 4's will have at Cherry Pie in Napa.

I checked out the course today. There are actually 2 hills, one on Johnson and another on Bonita. The one on Bonita didn't look like much on the Google ped maps site, but it's another short steep climb of about 9 or 10% (climb of about 25 feet).
What's really difficult (scarry) about the course is that at the top of the Bonita St. hill the course goes down a very steep block, makes a 90 degree right turn onto another very steep hill down Bee St. with another 90 degree turn at the bottom.
I sure hope it's a dry day.

RE: 35 min race...we only have the course for a 1/2 day and wanted to give more people the opportunity to race. Especially because of the nature of the course with that short steep hill. Selection should happen by 35 minutes. It'll be a good idea to be well warmed up for this one! Could be a major deciding factor depending on the pace in the first couple of laps.

We've been getting some emails about this. This being a crit rather than a road race, won't the minimum distance requirement for Cat 5-to-4 upgrade eligibility be 10 miles?
If so 10 miles is a realistic distance for a 35 minute race, even with the hill...

I am not able to see into the future so I have no idea if the race will count for upgrading. It all depends on how large the field(s) are and how much distance is covered in the alloted time. If the race meets both the Min requirements then it will count. If the race doesn't meet both the Min requirements then it will not count.
Okay, I read Casey's article on distance discretion regarding Tam.
If 3/4 distance is the criterion for discretion (pun intended), that means that 15 miles would have to be covered in 35 minutes.
That's 25.71 MPH average on a course with a hill.
Hell, I'll go just to see those po' boys try.
I'm sure the 4's and master 4/5's would like to hear from Casey whether this race will count before they send off their registration money ...

Note that the min field size requirement still applies so if you are good enough to score but the field size is less than 30 it doesn't count for men AFAIK.
