Rules question: Dave Zabriskie's jersey

Dave Zabriskie was fined for wearing his DZ Nuts jersey in the Tour of Utah, which was a USAC sanctioned race. I'm trying to figure out which rule he violated. Anyone know?

That rule was a UCI rule, and as far as I know UCI rules weren't in effect here. So he could not be sanctioned for a UCI violation by the USAC officials, but he could be fined by the UCI.
In this instance, there are three rules which seem relevant:
1N5(b): Advertising may appear only on the uniform, including
caps, shoes, and helmet of riders who are racing members of
sponsored clubs [disqualification for other advertising]. The
club's name must appear on the front and back or two sides
of the jersey. The name may be abbreviated.
This states if a team name doesn't appear on the jersey, then no sponsor names may appear on the jersey. It certainly seems like he may have violated this. But there is no stated provision for a fine, only disqualification. DZ Nuts is not a USAC team (but then, neither is Mellow Johnny's).
then there's the following rule:
1N(c) UCI Teams and Category 1 & 2 riders who are
members of the same Team or club must wear identifiably
similar uniforms when competing in a massed start race
except where different uniforms are called for by USA Cycling
regulations. This also applies to over garments such as vests,
jackets, and rain jackets; for UCI Teams and Category 1 & 2
riders who are members of the same team these items must
be transparent or identifiably similar except where different
uniforms are called for by USA Cycling regulations. [Offending
rider not permitted to start if noted before the race;
otherwise, warning for first offense].
This one's obviously not an issue, as he was the only one there from his team, which was Garmin-Slipstream in the official results.
Last one:
1N(d) Club Jerseys. In competition, no rider shall wear the
emblem, inscription, or uniform of any club or team which the
rider is not eligible to represent [Offending rider may not be
permitted to start if noted before the race; otherwise,
warning for first offense]
DZ Nuts isn't a club, so not an issue.
So I see no rule allowing officials to fine a rider for wearing the wrong jersey. Or was the race held under UCI rules after all?

I don't know the rule, but there was a rule preventing DZ from wearing the Garmin/Slipstream kit in this race.
It's the same rule that prevented Lance & Levi from wearing Astana kit at Gila, but for some reason, it was OK for them to race in Mellow Johnny's kits there. (Maybe because they registered for the race under the Mellow Johnny's name?)
On the last 3 stages, DZ showed up in a generic Pearl Izumi kit with a red shirt & black shorts.

Ummm... He rides for Garmin/Slipstream, he raced in the Garmin/Slipstream team kit and then showed up on the podium with an unapproved kit advertising his own company. All pro team kits have to be approved by the sanctionng body that the team races in. Just like Mario Cipollini used to get fined on a regular bases for showing up on the start line of races in Leopard skinsuits, zebra stipes, or on the podium dressed as Cesear(veni vidi vici)
If no other rules were broken, he should have been fined or slapped in the back of the head by his own team for not wearing the team kit and neglecting his sponsorship duties. Those sponsors pay big bucks for advertisement, and the podium is the ultimate spot for said advertisement. Whether you are a pro tour rider or a Cat 4 racer, always respect your sponsors. Without them some teams would not exist.
