If a promoter offered a fields listed as something like,

W4a,
along with a second field listed as "W4b-riders with fewer than 10 races"

I don't think there would be much "sandbagging" in the W4b field.

Maybe the NCNCA can have a little influence over races that are asking for "grants". Just add some relevant criteria for receiving the grant money.

That's a big question.

I think if I had the ability, I would allow districts more authority to arrange categories and rules so that it suits the size and uniqueness of that specific district better.

Example, our district could benefit by having a Category 5 Womens field. There might only be a few other district in the country that have enough Women racers to justify the additional category.

Another rule would be to allow NCNCA to work closer with promoters to establish additional guidelines for events. There have been a lot of great suggestions on this forum that the NCNCA has no authority to enforce. It's unfortunate.
