NCNCA conference champs AUG 5th ?s

Just curious to know if there is a reason why "elite 1,2,3" and cat 4 are eligible for conference champ titles , but not cat3? Is there a race that features a conference cat 3 championship?
Are cat3s selected from Elite 1,2,3 to win the ncnca cat 3 championship?

Since a Cat 4 RR championship is called for under the USCF rule book ( see page 106 rule 6F2 state Road Race Championships) NCNCA is basically forced to offer a Cat 4 championship in the road race. To make things fair we do offer a Cat 4 championship for women on the road even though the rule book only calls for a Men's Cat 4 RR championship.

Why is there a Cat 4 Championship? I mean seriously, guys who upgraded to 3 last month should have waited just to claim the 'champion' title! Just get rid of it. Your reward for doing well in the 4s is that you get to be a 3. All this does is reward 4s who have not upgraded yet. It's stupid. No separate championship for Cat 3s. A Few year ago we decided just to offer the championships called for in the USCF rulebook for several reasons. The rulebook calls for a 1-3 and a 4 championships for elite riders at the state level. There aren't separate category championships for Criterium or Time trials only the 1/2/Pro men and 1/2/3 women.
