A Change to the upgrade Guidelines.

So just ran across this little change in the 2009 USAC rule book concerning upgrade.
Only races permitted by USA Cycling or foreign races permitted by a UCI affiliated National Federation will count for upgrading. This is going to mean that most of the club races in the region will now no longer count for meeting the 5 to 4 upgrade requirement.
Almost every track race in NorCal is not permitted by USAC.
