Just cause...you know: there's not a lot to do, the day before work closes: I crown myself Race Director for the TOC and submit an alternative stage:

An 80 km time trial? stage results = final GC to decent approximation.
As it stands, the short time trial in Solvang will dominate the top GC placing.

How about a Silverado Trail Time Trial stage? From Napa to Calistoga and back -- Fifty miles of flats and rollers on the most scenic road imaginable with only a single signal light.
The 10 km prologue could be held on Empire Mines Road, located between Antioch and Brentwood, and closed to vehicular traffic. :)
Sounds great for Stage 1. Then Stage 2 could be an epic stage starting in San Francisco, over the Golden Gate bridge to continue up the coast and then inland to Santa Rosa. While mostly following the route used now, having the race go over the GG would be a wonderful visual for the TV folks.
Of course, if gstein's given us Stage 1 - where would you guys want to put the Prologue?

A day that I'm on the bike is a good day.
If I could get a rolling enclosure on 1, I would do it. Sounds like fun.
