I say add the sand bags to the sleeves of jerseys, similar to the national champions. Make it mandatory for known sandbaggers. i.e. we're on to you. lol
We could make a minor modification to the program.
Let's call it the Best Average Rider.
Maximum points to the rider that finishes exactly mid pack, then points taper off in both directions from there.

this points out one of the problems with having a BAR competition for these categories
in some cases it discourages upgrades
That was hillarious! Somebody needs to print those jerseys and issue them, maybe even present them for past years' sandbagging winners. I'd be the first in line.
Then unfortunately my very worthy teammate won't get much time in his well-earned jersey....
Since virtually every E3 and E4 able to rise to the top of the BAR will have sufficient points to upgrade, and therefore won't actually get to race in the jersey much if at all, maybe we should redesign it :).
Seriously, I don't want to complain. I think the BAR jersey project is a great thing.
I would say no, because then you could have 2 riders with BAR jerseys in the same race. While there is no rule specifying that a rider can't wear the BAR jersey after upgrading, I think it is a similar situation to a district or national champion not wearing their champion's jersey when competing in a different discipline than the won they won the jersey in.

Can a rider wear the jersey during the following month even if upgraded? (seems fairly obvious an cat-3 or cat-4 leader would be close to upgrading)
