That has been the rule for a while. Even if someone is old enough to ride in the masters they can''t do a master race if they are a Pro rider or if they have ridden in certain international events
From those rules, also seems a Pro rider with a UCI license must race Elites, even if they are age appropriate for an offered master's category.
The Elite is really an open age group. Junior and under 23s can ride up in age group into the Elite races and Masters can ride down in age group into the elites. The 23-29 age range only come into play when you are classifying a rider by age groups.
So if Elite is defined as exclusively ages 23-30, and I'm 35, does that mean I'm supposed to always do Masters 35+ Cat 5? Sometimes I race Elite 5 if the masters category is full (as it often is if I don't plan my race year far in advance.

I'm on the Board of Trustees and in charge of the legislation, so I can shed light on some of these. We also made some fixes to the track rules to follow UCI changes - mainly those involved mishaps and Keirin stoppages. The change in stage race definition is a work in progress - it may have to be tweaked somewhat.
